When competing at an evening gala swimmers should have already consumed their food during the day. They do not need to turn up with boxes of pasta etc for a competition that is likely to last for around 2 hours. They can keep their energy levels up through hydration and maybe some small pieces of fruit. The body simply will not be able to absorb and use foods that you would take for a full days event in the time frame of the gala.
